First vice premier Sergei Ivanov backed a proposal on boosting deliveries of rough diamonds by ALROSA for processing inside Russia. He expressed this idea on Thursday, speaking of the need to load production facilities of Russian diamond-cutting factories, including the Kristall plant in the city of Smolensk.

Itar-Tass, MOSCOW: First vice premier Sergei Ivanov backed a proposal on boosting deliveries of rough diamonds by ALROSA for processing inside Russia. He expressed this idea on Thursday, speaking of the need to load production facilities of Russian diamond-cutting factories, including the Kristall plant in the city of Smolensk.

In Ivanov's opinion, it is necessary to supply national diamond-cutting enterprises with greater quantities of high-quality diamonds. He noted that "there is nothing unmarketable in this proposal." The vice premier noted that the Kristall factory "is a unique in its quality of production, preserved a high-quality cutting of diamonds, which is recognised all over the world."

Ivanov was echoed by Minister of Natural Resources Yuri Perminov. According to the minister, it is necessary, apart from registering in the meeting minutes the need for considering this question in the future, "to take adequate measures now."

"Russian enterprises have been underloaded for years," the minister regretted.

Incidentally, ALROSA sends diamonds to De Beers, underloading its own factories, he explained. "It is difficult to find any other mineral, increasing its value dozens of times after processing," Trutnev noted.

According to Ivanov, despite problems, the volume of the Kristall factory's output is steadily rising. If proposed measures are implemented, "the volume of the turnover may hit annually 30-35 billion roubles. There are all conditions for this - production facilities and personnel."

"In the past years, the factory accumulated unique experience on developing cutting lathes, and applied goods appeared: The factory makes not only brilliants, but also diamond anvils (used in nanotechnologies,) diamond cutters (to cut fibre-optical wiring) as well as medical equipment," Ivanov added. "There are prospects for multifunctional activities."
